What Changed with the Pre-Startup Package

The Pre-Startup Package has been fundamentally restructured in 2026.

Selection: 780 → ~300 (approximately 60% reduction)

Structure: Phase 1 funding of KRW 20M → mid-term evaluation → Phase 2 → average KRW 40M

Competition: From ~12:1 to an estimated 30:1 or higher

2026 is the biggest reform year in TIPS history:
